 Photo of Jonathan Macias, Assistant County ManagerJonathan Macias was hired as Assistant County Manager on February 13, 2022. Macias oversees and supports the following County departments: Animal Control, Engineering & Road, Facilities & Parks, Fire & Emergency Services, Fleet, Information Technology, Internal Auditor, Jetport, Public Information, Utilities, strategic plan, and special projects. 

Macias began his career, at UTEP where he oversaw millions of dollars in research funding through the Office of Research and Sponsored Projects. Prior to joining the County, he served as Executive Vice President of Incite Consultancy where he created and implemented external funding strategies for local governments and organizations across the country.

Before becoming Assistant County Manager, Macias served as the County's Grants Manager, overseeing more than $16 million in Emergency Rental Assistance funds and $42 million in American Rescue Plan Act funding. 

Macias received a bachelor's degree from the University of Texas at El Paso and holds a master's degree from Adams State University.

Weir,-Deb_rev_WebDeborah Weir was hired as Assistant County Manager on February 27, 2023. She oversees and supports the following departments: Animal Control, Finance, Health & Human Services, Human Resources, Finance and Public Information. Weir will be responsible for assisting in the development and implementation of county policies, budget management, and day-to-day operations. She will also provide leadership and strategic direction to County staff and collaborate with department heads to enhance service delivery to the community.

Weir has over 25 years of experience in human resources before becoming an assistant county manager. She served as the Director of Human Resources for Doña Ana County for 12 years. 

Weir holds a master’s degree in Public Administration from Kent State University, a bachelor’s degree in Psychology from Michigan State University and SHRM-SCP (Society of Human Resource Management – Senior Certified Professional) and SPHR certifications (Senior Professional in Human Resources).

Stephen Lopez was named assistant county manager, effective January 26, 2025. Lopez brings over three decades of extensive experience in law enforcement, emergency management and academia to his new role.

Lopez began his career in law enforcement at New Mexico State University (NMSU) in 1987. He worked there for 33 years, with the last eight years as Chief of Police. During his tenure at NMSU, Lopez also served as adjunct faculty for 14 years, teaching courses in public health and criminal justice, demonstrating his commitment to both community safety and education.

In January 2021, amidst the challenges posed by the COVID-19 pandemic, Lopez joined the County and assumed the role of Emergency Manager for the joint County/City of Las Cruces Office of Emergency Management. His leadership during this critical time has been instrumental in coordinating emergency response efforts and ensuring the safety and well-being of residents.

Lopez holds bachelor's degrees from NMSU in criminal justice and psychology, showcasing his multidisciplinary approach to addressing complex community issues. He furthered his education by earning a master's degree from the University of Washington in strategic planning for critical infrastructures, equipping him with the strategic vision necessary for effective management in dynamic environments.
